First, if this isn't the correct place to post this, then I apologize.
I'm considering doing a little upgrading on my system so I can run the DirectX 11. Will I need to upgrade my ATI Radeon HD 3850 card to run this? I think my system should run it, otherwise.
Any advice would be greatly appreciated.

Yes you'll need to upgrade it.
Here's a useful list of DirectX 11 compatible cards:

Go for a 6950 Reference card if possible. Can unlock it to make it a 6970.

Oh forgot to say - make sure that your power supply will be able to handle the power draw of a more modern graphics card, iirc the 3850 was the best that the 350W power supply on my old PC could handle - so check that out and upgrade your PSU too if necessary - fortunately a good quality PSU is not massively expensive, at least not compared to the price of mid to high end graphics cards!

Also check to see if your power supply has the right number of power connectors. The 3850 was a card that only needed one 6-pin power connector, but most of the higher end cards need two, so you may need to get a Y adapter and find two free 4-pin molex connectors. The 6850 is the most powerful card I know of at the moment if you want to stick with one connector.
