Yes, David Gaider did. I believe he said it was similar to Oghren being 'everyone's favorite companion.'

The developers who were addressing how Hawke could be the "most important person in Thedas" despite the Warden's accomplishments didn't.

I don't think Hawke was meant to be the most important person in Thedas and so I don't see her not being the most important a problem.

I agree. I think marketing made Hawke way more important than she really is/was. In the end, she's just a PoV character.
