I beg your pardon but why exactly would you need to reset shops so badly?

Different gear. ie. say you wish to buy all the Adept robes from the store in lowtown. You can go back and forth or load the autosave until you find the items you are looking for in stock.

Probably looking for Templar Armor... that's the only reliable way to get it outside of the save editor or console.

Try Bonnie Lem's for rings, amulets, and belts. Shady merchant for cold armor.

Leaving an area and returning changes the items in shops?
Wow this is a revelation to me. I have never noticed any changes in merchant inventory. Certainly there are at least a number of items that do not change.

each merchant has standard stock items with a set number of random slots for gear to generate.
buying a standard stock item does not increase the number of random items generated.
rare items, (orange/gold), are added to the random loot tables from level 9 on.
best time to shop randoms is just before deep roads & before any qunari event/quest.
even common, (red), items get to be worth shopping. I have found common staffs @ lvl 12 that do 29 base damage for under 1g
