I'm unable to complete the sidequest "Back Alley Justice" because no enemies ever appear in the Dirty Back Alley. I believe the bug described in the linked page is to blame.

If possible, please make a patch to correct this bug in the console version so this quest can be finisihed.

Somehow, I doubt they'll be making any more patches for DA:O, seeing as DAII just got released not long ago.
But, there is a workaround for that quest. Just make sure to grab the quest off the chanter's board when you enter Denerim, before running into any of the bandits. As long as the quest is active beforehand, they should all show up.
