To be honest I'm unsure what sort of answer you expect to find on these forums. The answer is much better directed at EA themselves.
As gamers we are limited to our own regions, and only familiar with our own region (if at all); that doesn't exclude the possibility of gamers emigrating to another XBox Live region but I doubt they are privy to EA's business decisions. So I personally cannot see what insight people outside of your own region can give advice or information outside of their own region.
Have you contacted EA to ask about the dlc?
