Yes.

The game will take place in both Orlais and Imperium. It is logical. Orlais with the white devine, shackle mages and Imperium, black devine and let mages roam freely. Perfect setting for the war. Not to mention the opportunity to form only one devine in the chantry killing the other. Perfect setting for the mage war and the overall political strife between white/black devine.

And I agree Orlais accents are horrible. DA has some of the best VA in the industry but Orlais VOs are terrible. However, I believe they'll be changed if it is in Orlais. They'll probably be more along the lines of how Leliana sounded, which is fine by me. I think Bioware knows they have to improve the Orlais VOs if the game is going to be based there...

You're probably right about more Chantry quests, considering Orlais houses the Divine and everything. I think it's mostly a question of how well the writers handle it. I kind of hope they keep some mystery behind the varying Gods in each religion (instead of showing one religion or the other to be "right" since their deity, or deities, exist) and that not everything boils down to "Do you support the Chantry or not?"
The accents might grate on me after a while, but I don't think it'll be a huge factor.
It sounds like it would be very different as a setting (visually, at the very least) from Ferelden and Kirkwall; much more decorative and colorful. I'd be interested to see how that gets pulled off.
Mostly, I'm hoping that 3 will get better development time and testing, though. I trust Bioware to continue making an interesting world but I'd prefer something with perhaps more choice and definitely less bugs.

Well, I guess since DA3 is official and everything... Maybe. Only if we have a reference to that one "Meanwhile, in Orlais" picture with that one guy in his underwear jumping. On a serious note, if DA3 is actually set in Orlais, I would hope for some lush foliage found across the game (not to mention a more vivid color pallete).
