I'm trying to make a simple cutscene that shows a guy walking by and I'm having a really strange problem. What happens is that I'm viewing User and Camera 1 in the cutscene editor and when I hit play the guy doesn't move at all in the User view and does walk by in the camera view. If I'm move the scene forward step by step both work fine, but when I export and play it he doesn't appear in the view of the camera at all. Going kinda crazy trying to figure this out...

The 'user' view is really just an overall view in which you can see all of your cameras and such I believe. You should have an 'active camera' view and that is the one that you will see the actual cutscene in. Camera 1 will be assigned as the 'active camera' be default. If you have more than one camera you can swap them back and forth as needed by switching which one is the 'active camera'.
In the work I've done in the past I don't often use the 'user camera' except at the beginning to set things up. I usually have one viewport assigned to 'active camera' and other viewports assigned to individual cameras.

My problem is still that the character is moving and that the camera doesn't see him when the cutscene plays, but he moves in front of the camera just fine when I step through the scene in the toolkit.

Make sure you click on the top bar of the Active Camera view to make it the primary window. Then when you hit the / key to start the cutscene, the active window will show what your cutscene will look like as it displays. If you're watching the 'User' window, you're looking at the wrong thing, even though you may see movement while scrubbing through the timeline. The User windows are for placing and adjusting objects and cameras, but the player will only ever see what the Active Camera window displays.

What Sevenar said. Notice in your toolset video that only one of your windows is blue at the bar on top of the viewport? That means that is the camera that is set as the 'active camera' and as we said, the 'user' view is more for looking at camera placement and such. It is not in fact a camera view so to speak (as you can see the cameras in the cutscene in the user view)
Change your Camera 1 to being the 'active camera' Create another camera for your top down view (the one that you see in the 'user' window.)
