I finished the Urn quest & Eamon's speech seems to suggest that I can trigger the Land'smeet without completing all 3 alliance quests, as does the phrasing of the Standard Bearer acheivement.  Does anyone know if this is true?  If so, does anyone know what the minimum number of alliance quests is that you need to complete?  I am trying to do a run completing the minimum number of quests and would love to cut out all of the alliance quests if I can (Orzammar particularly since that one is so complicated).

Sadly, no. You have to complete all the alliance quests to get the Landsmeet. If you heal Eamon without doing that, you get a quest called "Gather the army" which pretty much says "Hey, get your army."
