It give me a brief view of the startup screen, and then posts this message:
Failed to compile global shader FDOF AndBloomGatherFallbackPixelShader.
Anyone know what the problem is?

Well, your CPU speed is at 2.00 GHz and the minimum to run it is 2.4 GHz. I reccomend using this program to see if you can run the game:

Hm. Are you sure your graphics card is a nVidia Geforce 9400? This problem usually occurs with old, outdated graphics chips.
You can try installing DirectX 9. Download the installer here.
