Since it's likely to stay unofficial, I thought I might as well post it here.
For people wondering why are the modifications (superficially) insignificant: I prefer to play by the original rules, which are not bad at all as far as balance is considered, so the changes made were deliberately minimal (i. e., one value in a relevant .uti added/edited). In fact, if you understand how DA2 mechanics work dynamically, you will notice the possible implications of these changes are anything but minor (at least one major build possibility open now). Still, I believe what I've done is just a quick fix for several obviously incorrectly assigned item properties.
