Assumption. But here's a fact: the Alliance is doing some remodeling on the Normandy in ME3 and it's, to quote, "got some different parts and rooms to explore."
And there are words of Casey Hudson from GI (page 59)
“If everyone from previous games returned as permanent party member, introducing new character would be difficult...And the character selection screen would be a mess. The trick is giving gamers a satisfying payoff to the relationships they've built while managing the roles that each character can play, from cameo to major player. It’ the whole range and it’s different per character. Some characters are going to be absolutely core to the story. They’re squad members. The whole structure of the story kind of pivots around them. Other will be conventional squad members that you can choose to have with you or not… Some characters might be there for just a mission… and some characters might have just cameo appearance.”
And seeing how Ashley, Kaidan and Liara were the only obligatory squadmates in ME1 and how they got removed from the squad in ME2 to make sure that they survive Suicide Mission, I can assume that they are those ‘core characters’. All other characters can be dead by ME3. And seeing how ‘core characters’ are proclaimed to be permanent squad members, it reduces chances of other characters to be on the team. Of course, I can hope that VS turns out to be conventional squad member, but from what I see, it’s highly unlikely.
Also, this quote states two times that some characters are just cameos. And I don’t know how it can be satisfying, especially when it is the final game and there’s zero chance to meet those characters as Shepard again in future games.
I need heavy spoilers on how VS is going to be handled. Because if we railroaded in shaking hands and making peace with VS like nothing happened, I'm not buying that game. The teaspoon of crap turns the jar of honey into jar of crap. And it saddens me, because everything else about the game sounds beyond awesome. But the squad is the most important part of the game for me personally, and if the squad is handled poorly I won't be able to enjoy everything else. I'm character person, that's how I play. I can tolerate the worst gameplay as long as I enjoy characters, but not otherwise. So I’m very sad panda right now.
