Before anyone says anything, i know how to use search and know there are 50+ threads on this or similar issues. all of those threads seem to be a year though so I'm hoping there is some updated information on this.
Tried to start up the game and got the error telling me that Physx couldn't be initialized and to check if I have it installed/updated.
I checked the nvidia site, downloaded their latest installer for Physx and ran it just for it to stop and tell me that I have the most recent version installed already so it's aborting the setup.
I'm trying to run it on a pc which I just installed a new graphics card on from a crappy integrated card. Would I have to re-download/install the game for it to recognize the recently installed physx? Or does the game just not recognize the newest physx version?

It should be fine. Uninstalling and reinstalling is probably the easiest solution and may just do the trick. You won't lose any saves from doing so as you can select to keep them.
If that doesn't work you want to uninstall your Physx drivers using something like driver sweeper and then install the latest version again and see if that works.
One of these should work if not come back and we'll see what else can be done.

Next time, ignore the bad joke that is the best description for this site's terrible "Search". With a redirector you can use Yahoo or Google to find very specific matches to well described criteria. Just add this
