I'm running a soldier on insanity whom I imported from the first game. I have the firefight/aegis packs & my game is collector's edition leaving me a plethora of armor & weapons. I usually run with Grunt and Garrus but I'm debating whether that will change. I hear the Incisor is nice in sqadmate's hands but what about the other weapons?
Shepard: Phalanx, Mattock, Geth Plasma, Incisor (I like this set)
Squadmates: Phalanx vs. Hand cannon, Collector's Rifle vs. Mattock, Geth Plasma vs. Claymore, Incisor
Also, I'm running with kestral on now; Kestral>Collector's right? But I have to find a visor or something...Kestral helmet looks ****ing retarded! Thanks for your advice

For squadmates: Carnifex beats Phalanx due to DPS, Mattock or Vindicator are equaly good (Vindi has high DPS in Squadie hands and Mattock always triggers ammo powers), GPS for everyone but Grunt who gets Claymore or Eviscerator, and Incisor beats all. Also go Squad Cyro and give yourself Inferno ammo.

For the early game, I would strongly recommend using the Collector's armor: the extra storm speed, regeneration speed, and health boost are wonderful for the soldier, especially if you're running NG+.
If you haven't run Insanity before, I tend to use defense-stripping ammo relevant to the mission over cryo ammo (the rationale being that an enemy with no defenses left is as good as dead anyways, though cryo does prevent them from reactivating said defenses), with a soft spot for disruptor ammo.
If you're using a Mattock, then you're probably headed towards the Heightened Adrenaline Rush route, which means Mantis/Widow > other sniper rifles. Incisor is unique in that it is ungodly in the hands of your squadmates, but absolute garbage in the hands of Shepard.
Otherwise, what Arbalest said. Grunt gets the Claymore + Mattock, Legion gets the Widow, everyone else more or less follows the same weapon loadout: Carniflex, Tempest, Incisor, GPS, and Vidicator (I prefer the Vindicator over Mattock because your squadmates tend to huddle for cover more often, which means less medigel wasted).

If Grunt's using an Assault Rifle at all it's either the Avenger or Geth Pulse Rifle. He has 500 + Health and 300+ Armor. He can take a hit. Since he can stay out of cover long enough to suppress fire for you and Garrus you'll want him using an Assault Rifle with a large clip. That's only if you plan to use Grunt defensively otherwise Eviscerator and Claymore is definitely the way to go.
You want to equip Garrus (or Zaeed) with the Vindicator. He has lower health and does a lot of damage so the frequent reloads from the Vindi come in handy. As ^ they said before me, if you have the Incisor, slap it on a squadmate and the game will play it self on Insanity.

I found a helpful weapon comparison chart updated with some of the newer weapons here. Specifically I liked that it included the squad weapon damage reduction modifiers, and that it did so for all the weapons:

I found it interesting that the Mattock assault rifle has a staggering -60% damage penalty when used by an ally, meanwhile the Phalanx has the lowest penalty of only -40%. Also, does the ROF statistic include the time spent on each clip reload and/or refire delay between shots that occur during the "full minute" of continuous firing?
Also, since the Locust has a -45% penalty whereas the Tempest is at -50%, wouldn't it be worth it for SMG squad members with low health tiers to use the Locust instead so they can drop into cover more often due to the lower clip size. Note that by "low-health tiers" I mean basically ALL the SMG users other than Shepard, Mordin, or any of the others unless they are accompanied by Miranda with Cerberus Tactician)

I think it depends exactly what you want out of your squad. I personally play a Vanguard and prefer weapons that have higher ammo/stagger chances for CC to higher dps which is why I take the Carnifex and Mattock over Predator and Vindicator.

Interesting, I finished my soldier run but forgot to check back with this thread so now I'm running an adept through Insanity. I think I'm going to keep Miranda at my side at all times giving her the Phalanx because it has 65.88 base damage in her hands even with less rate of fire. I'll probably give her the Tempest as well. Not sure who my second squaddie will be this time through, perhaps Garrus for his overload and armor piercing ammo or Mordin for his Cryo/Incin blasts, maybe even Kasumi since I just spent $7 on her. I would like to take Grunt but I've used him my last 3 runs thru & I want to change it up. I'll use the phalanx and the locust and eventually go for the Mattock with AR training.I also noticed something interesting when looking at the chart; take a look at the numbers the weapons have:Pistols
