It's possible but not recommended. You'll basically be reducing your ability to focus fire and may even have to sit out a character when using basic strategies (like blocking a doorway and staggering the crowds trying to get through). If you did you'd have to set up some really tight tactics and maybe avoid getting giant's reach.

btw, back to your OP, two rogues isn't such a bad thing. 2 rogues, a warrior and anders is a pretty competitive setup to most other setups if you build it right - e.g. have one of the rogues (e.g. Varric) focus on setting up CCCs with fatiguing fog while your board and sword scatters and your mages spirit bolt/sone fist/walking bomb/lightning staggers. Such a setup allows you the dual wielding rogue to capitalise on opportunities from staggers (explosive strike, vendetta) and brittles (assassinate) without having to bother setting up anything for anyone else which may be a fun way to play if you plan on mostly controlling hawke and leaving the others on tactics. Pretty much the only reason why your first idea was slightly hard to pull off was the lack of heals.
If you go for a merrill and anders party setup (also perfectly doable) you'll probably want to have a mixed class so if you're a rogue have a warrior to setup staggers and if you're a warrior have a rogue to open locks. CCCs between all three classes don't have to be taken though. e.g. Parties can be 3 mage one rogue and focus solely on the CCCs available between just rogue and mage
