Mass Effect 1 and 2 both have really bad framerates no matter what graphics setting or compatibility fix I try. This is especially weird because I can run games like Dragon Age 2 and Supreme Commander seemlessly. Shutting down background tasks didn't work either.
specs:
Windows 7 64-bit
Intel i7 740 1.73GHz
6 GB Ram
DirectX 11
ATI Mobility Radeon HD 5730 (driver version 8.763.0.0)
Very poor performance even on lowest settings

Huh... well, it seems to have fixed itself somehow. The last thing I did was click on "disable display scaling on high DPI settings" on the compatibility tab, then restart the computer.

Weird...That setting is to do with scaling to large front sizes sometimes it interferes with programs not sure how it relates to the games but at least it sorted itself out.l
And just a side note saying "Game X works on my computer fine so why doesn't game Y?" doesn't really hold water since so many games use different engines and have different requirements the only way you can get a real comparison is if the games have exactly the same engine and requirements which is a near impossibility since their are too many variables. So i wouldn't waste time comparing games.
