yeah, i assume theres spectres of a wide range of abilities, specializations and roles.
some of them are front line soldiers, some might be spies and assassins, some might be more diplomats than anything else. some might be bountyhunters / cops tracking down criminals. ect.

I think every Spectre is meant to be low profile.
Shepard ended up under the spotlight because of being the "first human Spectre".
As I understand it, Spectres usually deal with sensitive matters, often breaking the law and such; you could say that they're the Council's "black ops" division.
If you're too well-known, it becomes harder to do those things without suffering some kind of backlash, even if the Council's got your back.

Even Saren became famous to a certain degree.
At least with the people who were trying to avoid him.

Sort of. Since a Spectre can do pretty much whatever they want, there's less need for them to hide their actions, as they cant be conventionally prosecuted. Further, if a given dude actually knows he's dealing with a Spectre he's more likely to be co-operative, in the knowledge that the Spectre could do whatever he likes to him (see Thane's Loyalty quest).
In both aspects, being undercover or unknown may easily produce more obstacles than they remove.
