If you are a Paragon in Mass Effect 1 but chose the 'Concentrate on Sovereign' dialogue option during the Battle for the Citadel, and chose Captain Anderson to lead the new human-led council, is there supposed to be a multiracial council in Mass Effect 2? I can't seem to get it straight and I've seen some folk saying this is a glitch caused by one of the patches or updates.

This has been bugging me for ages.
Lifted a few choice quotes from an old thread to help illuminate my point.

Well, after checking it out for myself,
I think the Council decision really is bugged, after all. At the end of
ME1 my current (Paragon) Shepard told the Alliance Fleet to concentrate
on Sovereign, which led to a new multispecies Council being formed, but
with humanity leading it. I was just listening to the news bulletins on
the Citadel in ME2, and one of them specifically mentioned "dissidents
from former Council races," not other Council races. Hopefully this bug doesn't screw things up for ME3.

I recently did a paragade
game where I sacrificed the Council but got the Paragon Ending. Which
was what I was aiming for.

In ME 2, it was all pretty much all straight up "human's took over the citadel" everywhere.

I'd come to think that there was
no actual multi-racial council transfer option. And that the "new human
led council" text was just exclusive to default games. It was written
like it was intended to get new players up to speed unlike the other
two.

Although doesn't the default game pretty much just have humans taking over everything anyway?
If
there was indeed some way to get a paragon council-less intro to Mass
Effect 2 before the patch, shouldn't it be easy to test?

Is the whole Citadel NewsNet mentioning former Council races just a small glitch in the writing, or a bigger one that will give me a problem in ME3?

This is really bothering me.

From the wikia:

If the Councilors are killed in Mass Effect, and replaced by a multi-racial group led by the humans, the following text is displayed:

“In 2183, the heart of the galactic community suffered a devastating attack.

The Citadel space station was invaded by a synthetic geth army attempting to open a portal for the Reapers: enormous machines that eradicate all organic civilization every 50,000 years. Commander Shepard led the defense, but the Citadel Council was lost.

Now, the new human-led Council attempts to quell rumors of the Reapers' return. Hoping to ease public concern, they've sent Commander Shepard and the starship Normandy to wipe out all remaining geth resistance.”

If the Councilors are killed in Mass Effect, and replaced by an all-human Council, the following text is displayed:

“One month after the devastating geth attack on the Citadel, humanity seized political control of the galaxy.

Now the human-led Council is forced to respond to evidence that the Reapers -- enormous machines that eradicate all advanced civilizations every 50,000 years — have returned. To quell the rumors, the Council has sent Commander Shepard and the Normandy to wipe out the last pockets of geth resistance. Officially, they blame the invasion on the geth and their leader, a rogue Spectre.

But for those who know the truth, the search for answers is just beginning.”

So is there any work around this? If not is it going to be fixed? This ruins things for me.

I have no clue but I'd put this in the ME2 spoilers forum because you probably won't get many replies because I think only those with a registered ME2 Xbox 360 game can post here.

This is the tech section and I'm wanting someone from BioWare to look at this :P Thanks though.
I've more or less confirmed that this is a save import issue through going around the net and in old threads on this site.

I'm actually very frustrated. I literally can't and won't play if the game is going to act like I sacrificed the council on purpose.

Ideally, I'd like to figure out what staff member to tale this up with. I want to find out if I can somehow work around this (which I doubt since it is broken before you even take control of Shepard) and if I can't, I want to know if there is an intention to fix this.

Very OCD, I am, so it's possible that this could stop me from completing ME2 and playing the 3rd game when it comes out.

If you sacrificed the council in ME1 you got the renegade ending. If you saved the council you got the paragon ending. Meaning if the council dies that's that, the renegade ending is what you got.

I've played a fresh game in ME2 where I didn't import from ME1 and the default story in ME2 for start up is that your shepard made all the renegade choices. Rachni destroyed, council sacrificed, Bring Down the Sky, killed the Batarian leader sacrificing the scientists, Feros colonists killed, Wrex killed on Virmire...

Then depending on gender would depend on who got sacrificed on Virmire, Female you sacrificed Ashley. Male you sacrificed Kaiden. End game also is that Udina leads the new council.

It is not a glitch that the new council is lead by the humans and that everyone hates humanity if you sacrificed the council. You just can't meet them because they don't trust Shepard because of the default story.

Same thing if you took the renegade option at the end of the game killing the council even if you put Anderson in charge of the new one. The new council still won't trust Shepard and will NOT reinstate him/her as a Spectre.

So no it's not a glitch.
