Did they ever explain why it was left out of ME2?

you could change your helmet in ME2 but for only the original armour though the DLC armour you could not

Helmet toggles are complicated and confusing to new players (am I wearing a helmet? it says I am but I don't see it, whaaaaaat!!?) so they need to be streamlined out of the game

Its real simple if you do not want to wear just use the N7 armor in 3 but I do not want to worry about some stupid toggle.

Really dumb that something as simple as toggling your helmet on and off is yet to be implemented. Makes zero sense.

I don't mind if they toggle the helmet or not, but they should make exceptions. Like on Illium, if your getting a kiss on the cheek from the side quest or a drink, your helmet shouldn't be on. But other things really don't matter to me like if I'm just talking. Its not a big concern, but it could be fixed. The biggest concern lies with the build trees.

That would be nice, it's a minor feature, but would still be a nice one. I like how Dragon Age 2 had it, that you could choose to have any headwear visible or not during the game with an option in the options menu, I would like to see that for ME3 for worlds and areas where you don't need to have the helmet on, so the option has it gone in those places while having it on in places where it's needed.

If they don't let us toggle helmets i hope they'll at least let us set what are helmet will be in when we need it, e,i. wear the visor then death helmet in harsh environments

I found the compromise in Mass Effect 2 fair. It wasn't entirely meaningless whether or not you wore a helmet, but you could live with not having those five percent bonus. As an infiltrator I usually wore the headset, of course... for a sniper 10 percent more headshot damage weigh heaver than 5% more health.
In Dragon Age it was made poor, because the helmets were ugly, made your hair completely disappear and had a grave impact on overall performance. In Neverwinter Nights it was made nice as well, because a helmet would only give a concentration bonus of +1 (i.e. +5%) which was not exactly grave, but not meaningless either.

Correct me if I am wrong, but wasn't the main issue that you couldn't toggle helmets in the bonus armor, like the Cerberus, Blood Dragon and so on? They seemed to have fixed that issue w/ the kestrel armor as it came in several pieces like the N7. I actually liked the Blood Dragon armor, but only wore it once as it was all one piece.

I support a helmet toggle. It was a very early gripe which Bioware responded to so Im sure they have recognised this by now and have something lined up.
I would also support breather masks for Shepard for those that wish to have headgear (for hostile worlds) and still want to see her/his facial features.

I think they should have had it like in ME1 where it would go on only when you were in an environment and it made sense you would NEED a helmet. Also, I would really love it if you could set it that the helmet goes on for combat situations as well, but that would be difficult to explain in certain areas.

It would work if the helmet would collapse when you toggle it off. Like in dead space 2.
