Do you think he knew his blood mage friend was going to kill Leandra? He did know that he was a blood mage/necromancer and was pushing the boundaries of magic but was he aware of his mental being? Did he know that he was trying to "resurrect" his dead wife? It sounded to me like this man was a close friend of Orsino and a very gifted and intellectual mage. Was Orsino just protecting his friend and turning a blind eye to his actions? Or was Orsino much darker than he was letting on?
So you think Orsino knew?

Orsino might not have known the specifics but he did at the least know that the guy was researching necromancy... I think his official explanation for not telling anyone about it was that if the Templars found out it would give them more of a reason to think that all mages are evil and they'd crack down harder on Kirkwall or something like that. Not really much of an excuse...

I got the impression that he knew about Quentin's "experiments" all along. The note you find at Quentin's place pretty much says so, Orsino admits to being fascinated with Quentin's progress meaning he knew what was going on. I don't think he knew Quentin would aim for Hawke's mom specifically though.

What Link3521 said. He probably knew about it all except for that Leandra was one of the targets.
Of course, he may not have known that Quentin was murdering living women to get the corpses for his experiments. It's a possibility.

Orsino knew, and his excuse is "I didn't want to tell the Knight-Commander because this would be more ammo against mages." is a bs excuse, Orsino could have killed the White lilly killer, saving many innocent women, including Leandra. He's a sick freak who deserved to be killed just like the White Lilly killer.

If Orsino knew enough to shackle together multiple corpses onto his own person and transform into a harvester, I'd say he knew enough about Quentin's work to be a little suspicious as to how he was performing his research.
Orsino isn't a fool. Even if he wasn't directly informed, I'm sure he could've put two and two together.

I love Orsino. But he could have stopped the whole thing. He didn't just know about Quentin, he helped him.

According to the note in Quentin's lair, Orsino provides him with the books and mentions the progress that's been made and want's to be kept up to date. Reading between the lines a little, I believe he knows exactly what's going on, even if he doesn't know who the victims are. Save that mage girl that Quentin took before Act 1. If a mage disappears after receiving a gift of White Lillies, the First Enchanter should investigate. As far as Hawke (and us) can see, nothing is done.
Ergo, in my opinion, Orsino knows exactly what's going on.

Yes, and Orsino deserved what he got.
As for the mage girl, Orsino sold her out.

Yes he definitely knew about Hawke's mum, because if you side with the templars at the end, when you fight him, he says, 'my friend Quentin taught me blood magic, the man Hawke and his mother are very familiar with' or something like that. Btw the Harvester model was more shameless copy and paste just like the dungeons instead of making a new model and not being totally lazy.

He knew and he assisted. As Meredith said, spells such as the one Orsino used to become the Harvester are not something you just suddenly come up with on a whim. He provided books and who knows what sort of materials, maybe even the mage girl Quentin killed in Act 1. It's gross.
Makes it easier to support the Templars, thinking of Orsino's actions, honestly.

That's if we take Meredith as not jumping to conclusions. I find it odd Orsino would admit to hiding Quentin, but then suddenly claim he had never used blood magic before. I mean, if he's stopped caring who knows what he's done, why would he still be hiding things?
