It took me quite a while to figure this out.

The link on the EU bonus items page for the Staff is wrong. It currently links to the same address as the Hindsight belt.

To sign up for the correct item go to:

Hindsight Belt
Staff of Parthalan

And yes, I had to sign up twice, once for each item
