I've been playing arround with them a lot lately and I noticed that sometimes they just change on their own. The "jump to" looses the number when i change the order of something, that I know, but that's not the only thing that makes it loose it. A few times it happened that I noticed the tactic empty even before I did any changes. And a few times it also happened that the order of the tactics changed by itself. Any idea what's causing this? Maybe party change or levelup or something? It's getting kinda bothersome.

It's simply the lack of an implemented mechanism to track and keep the tactics organized.
I never actually tested the way that the tactics get disorganized but there seem to be some logic behind the mess; sometimes keeping the slot while bumping other tactics, sometimes wiping the execution factor clean.
It's an annoyance but it's predictable. Simply make sure that the tactics are set up alright whenever you make changes to them.

when you move tactics that change the target of jump, it will remove the # - this is a good thing in my experience.
using the use: item function has caused the randomization of tactic firing order.
