Okay so I have the champion armor set now, can I apply one rune of valiance to each armor piece and get +7 to all attributes with each piece or armor? Or does it only have effect once, meaning if I put the rune on each piece of the champion armor set will that be a waste, or will I essentially have +28 to all attributes? Hope I'm making sense, and thanks in advance.

You only get the +7 from the chestpiece, the rest are ignored.

Nope, in helm, boots or gloves it works just as fine.
But yeah, 1 per character.
