Mostly it requires a lot of micro-managing. I've played as Anders each time I've done this, just to keep up on the healing.

your tank (Aveline, Fenris or WarriorHawke) gets his attention. After
doing some initial attacks from party have your tank taunt the dragon to
keep a hold of him.
Make sure the dragon is facing the tank and no one else. Make sure party runs away from tank and isn't standing on by it's tail or it's front (fire is bad). If someone pulls aggro from the dragon drop armistice on them from a rogue. If the tank loses it taunt it. Now, taunt slightly different in DA2 than other RPG's, but the same general approach of taunting to get attention back will still usually work. You definitely have to get a feel for not having the thing run around and kill people. Once you get that down it's just...do that...avoid his fireballs when he's on the mountaintop (they can be dodged) and kill the little dragons when they come out. And then just keeps doing that over and over.
If he grabs your tank and tries to eat him use something to mess with his head like a freeze spell.
That said, it's a really boring fight. Might as well turn it down to casual to make it die faster. It's not as though playing him on higher difficulty is rewarding.
Also, I first read your thread title as Mime Massacre and thought it was cool. But then it just turned out to be about dragons.

Watch out for the tendency of your party to cluster around each other as that attracts fire attacks. I had to work to keep the fire proof warrior separate from everyone else.
When the high dragon is perched on the clifftop, it cannot be attacked except for a few seconds before it descends to attack again. You can only make regular attacks but every little bit counts.
Also talk to the herbalist in the Gallows before taking on the dragon. His conversation seems to set a flag that leaves the high dragon body after the battle so you can loot it for a special item. Otherwise no dragon blood for your party. This may be a bug as normally you can pick up all special items before talking to him.

1) Mage Hawke: Bring Aveline and two other ranged characters of your choice. If you're a healer bring Merrill, if not bring Anders. Then Varric or Sebastian. Just have Aveline stick to the High Dragon and keep everyone else away from it's face. Watch Aveline (you may even want to control her for most of the fight) since some of her talents tend to stop her from actually attacking. Save your ice spells for when the High Dragon starts to gnaw on Aveline.
2) Warrior Hawke: Bring 3 ranged characters. I suggest bringing Anders, Merrill, and Varric. Anders is almost a must have (sadly). Keep the High Dragon facing away from the rest of the group. Have Varric use Armistice to keep the Dragon and others off of Anders and Merril while using Goad on you.
3) Rogue Hawke: Unless you're an Archer this can be a tough fight. Bring Anders and one other ranged character. Use Backstab to keep yourself behind the Dragon and try to manage your aggro as best you can to keep the beast facing Aveline. I had the hardest time fighting the High Dragon as a Rogue on Hardcore than any other class.
As an Archer the fight plays almost the same as if you were a Mage.
When the High Dragon flies up to it's perch, take care of the dragonlings and dragons as you normally would. When they're all dead, group your party and just run around while rebuffing and healing to keep away from the High Dragon's fireballs. You can keep your can keep your camera facing the dragon and watch when she spits fire. As long as you're in a different direction than the High Dragon is facing you'll be fine. Wash/Rinse/Repeat.
EDIT: Others have suggested having Fire Protection Runes. I'm sure it's helped but I've done all three classes on Hardcore without having a single Fire Protection Rune (in fact I don't use any protection runes besides a couple of Lighting Protection Runes for the Deep Roads at the end of Act 1). Save those slots for Runes of Valiance, Protection, and Defense.

just use ranged characters to inflict damage and run in circles with a tank close enough to distract the dragon without taking physical damage
i beat the high dragon with just my tank and merril with no health potions left and the high dragon still had 1/3 of its health... was pretty easy using this strategy

Aveline and Anders are the two companions you want. Anders should have a cold staff and save his mana for healing and using barrier on Aveline. Aveline tanks the dragon.
The other companion you ought to bring is ranged which means whoever you like best between Merrill, Sebastion, or Varric. I think Merrill is best bc/ her cold staff will outdamage the other 2, and her spells help a lot when you can swarmed by the little dragons (cold of cone and chain lightning).
The hardest part of the fight maybe when the 2 mature dragons appear with lots of little ones. You've got to kill one of these fast and have Aveline tank the other.

This.
very boring long battle. Felt like playing WoW again and im so tierd of WoW. Killed it on Hard once, but time is too previous and the battle too boring. Making it short on casual now. Also its boring to always switch runes etc.. at least for this game type. I mean yes you can do it, but all that running around.
If you really roleplay you dont even know what will be there until you see that its a ups high dragon spitting fire, and no, not the archdaemon spitting spirit damage this time.

Rune of fire warding and that's it, 3 rangers and 1 warrior, if you're a rogue, use a bow.
This is what I do works every time. Once the dragon heads up the ledge space out your rangers so only one gets hit by the fireball. A couple of rain of arrows will take out all the lilttle dragons. Just got to be quick with the heal pots and when one of the rangers gets aggro just use that character to kite the dragon. Having a few rez pots isn't a bad idea.

this seems so confusing. Theres sno many different options people are saying to use... *sigh*
Actually it's pretty straight forward. 1 Tank, 3 Ranged. Go nuts on the dragon and watch your health.
Obviously what items you have and so on can varry. You'll figure it out.
