Anyways, almost every agme will win a GOTY. There's like 20,000 different GOTY awards out there. L0L
I bet DA2, ME3, W2, S,a nd probably 10+ other games will win GOTY no matter their quality.

Portal 2 - stellar writing and performances, non-combat game mechanics, no tedium whatsoever (unless you are not able to solve puzzles) - the clear front-runner so far.
Mortal Kombat - while not typically everyone's cup of tea, the game has already surpassed stereotypical expectations to be worth a look to everyone
Shogun: Total War - PC only, meta-scored higher than most other games, uphill climb to actually win GOTY
Dragon Age II - Great story, some great action and dialogue mechanics, but not everyone's preferred way of playing RPGs. I've gotten many hours of playtime from this game, but I don't think it has a chance of winning GOTY. And I'm not sure that any other RPG that is not multiplatform has a chance either. All RPGs tend to have some tedium in their gameplay as a side effect of the nature of questing.
L.A. Noire - Ace Attorney (not GTA-like) for the home consoles with amazing facial animations. I have no idea.
Then there's the Dead Space 2, Crysis 2, Killzone 3 etc. - shooter sequels like these that are released in the 1st quarter of the calendar year are hard-pressed to compete for GOTY in the minds of journos when COD comes out every fall. But these are all great games.
Then there's games like MLB 11 The Show that score high but are too niche to compete. Then there are games like Just Dance 2 that sell millions beyond any other game mentioned, but will never be in the running.
And then, there's ME3 - the waiting continues.

If there were categories such as "Narrative of the Year" or "Innovation of the Year," then I would say definitely. While most fantasy games are stuck in Campbellian-oriented mindsets or, even worse, trying their damnedest to be "edgy" and "cool" (see: Witcher), Dragon Age 2 tried something completely different. Things were rather hit-or-miss, but overall the game deserves to be praised for attempting to advance the accepted narrative structure of gaming.
If they learn from their mistakes (read: their actual mistakes, not what you'll find people crying about on these forums) and refine the rough areas, then "Dragon Age 3" will be something truly special.

2010 games that got goty were most often Red Dead Redemption and ME2
2009 Batman: Arkham asylum and Uncharted 2
and 2008 LittleBigPlanet, Fallout 3 and Grand Theft Auto IV.
