Nope, it's the outfit she wears throughout the game.

It's obvious. What other character had different outfits at different points in ME2 besides alternates? They make 1 character model, it's too difficult to make multiple models for the same character.

It may be redesigned leading up to the game if they decide they don't like it, but it's pretty certain it's not just a 'sometimes outfit.' If that's her outfit, it's what she'll wear throughout.

Thats what they did in 1, they had a 'casual' outfit for wear aboard the Normandy and the armor you equiped them with for combat

That's completely true but I just don't see anyone using tight leather suit as casual wear when relaxing from battle.

How much of the outfit have you actually seen?

Besides, people don't wear leather clothing in 2011, why would they in 2185?

Um, what?  When did Hudson and GI say that?  You're also neglecting the fact that the PSM3 article got some facts dead wrong and, for instance, declared flat-out that Jacob wouldn't be back (as part of the same little side-feature in which they declared Ash/Kaidan would be Spectres).

ME armor is hard fabric similar to Kevlar combined with ceramic plating. Of course it's better than leather.
I also don't see how being a Spectre is really going to change anything. If something she should be even more carefully armored when she's has a more dangerous job.

Because it's magical* space fabric.  Also, the plates aren't plastic, they're a ceramic composite like the kind used by the real military, only magic*.  Besides, Ashley said that this provides more protection herself.

Kaidan: Those Asari commandos are impressive. Lightly armored, but their speed more than makes up for it.
Ashley: Unless that speed lets them outrun bullets, I’m more inclined to stick with nice solid armor and a big gun.

I've never really been a huge fan of Ashley but I really don't want her in skin tight armor. I hated it in ME2 and I'd hate it in ME3.

Maybe the game will have an explanation for this, like Ashley's real armor was damaged beyond repair when her spaceship was shot down by batarian pirates. In place of her old equipment she has received the M-0 enviro-suit and an M-4 Murinae stun pistol. There will be a quest to infiltrate the Prothean ruins filled with Batarian Pirates and find her a new suit.

Or maybe that's just the suit she wears when she breaks into Shepard's quarters to steal his old helmet.

For the last time, there is no way possible to confirm anything about this. Saying that this ONE appearance of her torso ruins the entire game is a bit doofus
