Personally I think she looks similar to Brandi Glanville.

I know it's a little late, but I was wondering about this one day and I did some research. I found this:
http://en.wikipedia....iki/Erica_Cerra
And quote "Cerra's face and body were used as the model for the character of Ashley Williams in the Mass Effect franchise of video games."

Anyone can edit Wikipedia though, and the picture of Ash's face model in the first post in this thread doesn't look like Cerra.
Anyway, we might know for sure soon, I've just been to Cerra's twitter to ask her if she was the face model.

That's clearly false...and it was just put there by some random person.
The body models of ME were the same for every single character.
Honestly...I've seen one picture where she looks somewhat like Ashley...in every other picture they don't look alike. Erica Cerra's facial features are very "skinny" compared to Ashley.

The problem with Wikipedia is that anyone can edit it, and the 'facts' posted in articles are often wrong. I suspect that is mostly the case with Erica Cerra's Wikipedia article, as I don't believe the identify of Ashley's face model has ever been confirmed by anyone. This seems to be a case of the author posting fan speculation as if it were fact.
As noted by CDR David Shepard, the body models of the original Mass Effect were also the same for every character. The statement that Erica Cerra was also the 'body model' for Ashley is a red flag that the article contains some errors.
Erica Cerra is a fairly well known actress, so I would suspect that if she were used as the face model for Ashley there never would been a mystery surrounding the face model's identity. I'm with those who think the face model was probably a relative unknown who showed up for a casting call, or was recruited from online.
On that note, has Bioware ever been the first to initially confirm the identities of face models? I was under the impression that with the known face models, it was a case of either fans recognizing the face model or the model confirming it on social media. Like Ashley Kaidan's face model went unknown for a very long time, I believe until a fan recognized him and contacted the model online. Liara's face model was uncredited in Mass effect 1, so with her as well I was under the impression that it was known only because the model revealed it herself.
