I have been working on both of these quests for most of my games but I have a problem. I can't find the lady to give the letter too in Redcliff, but I can't even get into the elf part of town to get the other guy. The guard keeps saying it's locked down and there's nothing I can do to get in. IS the quest only finishable if your an Elf and gave into the lord?

The Alienage is unlocked after you progress to a certain point in the plot.
