ok so heres a question, and keep in mind its completly hypothetical.
If there was a oolkit that worked for da2, would it be possible to create a small aplication that allows you to re-record the voice for hawke? e.g it would work where it tell you to read out the lines of dialouge, (so it tell you to recite the first line, then the second ect) i know not many people would spend the time to record all the line, i just want to know if it would be possible to create

Technically speaking, yes, with a toolkit it would be possible, but it would depend on the capabilities of the toolkit. If it can be messed with to read an audio recording device like a mic, then it can read the dialog. However, unless the toolkit is designed to allow other file formats for export, in this case an audio file, it wouldn't work.
Now, theoretically, a strong programmer could try using the scripting in the toolkit to create such an application, treat it as a gui, and make it export as an audio format. This is a bit past my knowledge of the DA:O toolset, but could theoretically happen. Just needs a strong programmer.

I think this would just be as simple using any other recording program to re-record the lines and then injecting them into the game via the override folder (or however it is people figured out how to mod the sound files).
The toolkit wouldn't be necessary, or even helpful.

Oh, absolutely. No question, that would be easier, and I'd highly recommended it over the method I described lol.
The OP was asking though about an application that would prompt a player to record the dialog though, and I presumed in game. I was just trying to figure how to make that happen.
That said, Audacity plus the override folder would make this x10 easier

I assumed this would be easier, but what i was going for was an application that let anyone (even those without midding knowledge) use it, so it would be a simle interface of;
Line 1. We stand together
record line
Line 2. maybe we'll be lucky and they'll run out of darkspawn
record line
Line 3. Then we take the bastards down with us.
(so each one appears after the recording for the one before is done maybe with the option to skipe some, so for instance if people were only going to go with the diplomatic path thats the only one tey record if thats what they want)
I admit there is not a lot of point to this, but its just nice to know if its possible or not
