so ive played through twice now, and somehow both times i missed out on Isabela completely. where do i find her??

Well, if you have Rivalry or Friendship at 50%, after getting to the castle of the Viscount then she'll appear again with the Tome of Koslun. After which in Act 3 she will be in the same spot as when you first met her.

In Act 1, you'll find her in the Hanged Man. You can't get her at first; you have to talk to Varric at the Hanged Man (the 'Business Discussion' quest), then get Anders (the 'Tranquility' quest). After you've done those, the 'Fools Rush In' quest will show up, which will get you Isabela.
