That said bare in mind that DAO's toolset was only released with the game because of the release delay. DAO also had DLC (and so did NWN for that matter), so the argument that they'd withhold a toolset in order to sell DLC is pretty baseless (the developer has access to tools beyond what a toolset would provide, so there is always room for DLC). There is still hope, at least until Bioware says otherwise.

More importantly, they probably figure that a toolset would reduce the amount of DLCs that they can sell. While the recent Fallout games for example prove that good DLCs can still sell very well, it's probably true that a toolset reduces the amount of sales for the low-quality and short DLCs that BioWare usually creates. That idea still has the problem that the user-created content would be available free of charge to anyone, which potentially means less incentive for players to buy DLCs. EA would probably only allow the release of a toolset if they could somehow charge money for every download of user-created content, but that's technically quite different to achieve, and the technology would have needed to have been implemented in DA 2 from the beginning.
But who knows, with all the recent incentives to somehow increase the sales numbers of DA 2, maybe someone at BioWare/EA will figure out after all that a toolset always makes a game more appealing, not in the least because the community can fix the bugs and shortcomings of the game that the developers had not the time or willingness to fix.
Agreed. I play neverwinter nights for user-created modules only. And I doubt I can play Bug's Gate II without mods.

selling the toolset as a DLC is just absurd. After all there aren't that many modders, and even fewer modders are willing to pay for a toolset just so that they can create contents to share with other gamers or fix the company's mistakes. The company should pay them instead.

It doesn't impact negatively on DLC sales, new mods coming out increase the length of time that people are playing the game, and going for different replays with community input. A toolset helps keep the game alive between DLCs and expansions.
And just because you haven't released a toolset doesn't mean I'm going to pay for DLC weapons and armour. They're only useful if you want to play the game again anyway, and for the moment at least I've exhausted all its possibilities.

I love Bioware and in my opinion Dragon Age 2 was a great game. Yes, it had flaws but I still love it to pieces. That being said, it was a commercial flop. Between pirating and people nay-saying (like so many in this thread have done.) Even after 2 well-received DLC plus some great content packs Bioware (Or EA most likely) decided to pull the plug on it entirely. They are now focused completely on DA: Inquisition and I doubt they'll turn their eyes back to DA2.
Personally, I am saddened and disappointed by this. I feel that not being lucrative enough is no reason to turn away from those of us who ARE loyal to this chapter of the franchise. Either way, the point of all this is that no, they are never going to release the toolset without some serious pressure.
We as the fans can apply this pressure. The game has been out long enough and the DLC are done with so why not release the toolset so we can increase the games replay value? EA may suck when it comes to listening to their fans but Bioware has always been faithful to us. If we, as a unit, go to them with thoughtful argument and continued loyalty perhaps they will see fit to give us the toolset once and for all.

DA2 was not necessarily a "commercial flop." The game may not have sold as many copies as DAO, but it was also a lot less expensive to produce than DAO.Namea wrote...

And you are incorrect. If BioWare hasn't released a DA2 toolset by now, even after the height of public pressure on them to do so, it is unlikely that fans would be able to apply that much pressure on them now that they are focused on developing DAI.
This is not a product that can be easily packaged up for the public to use.
