A Mass Effect series would be better placed after the Reaper invasion, featuring an all new crew and possibly some additions of the companions from the Mass Effect series since they pretty much have estabilshed personalities.It wouldn't work to place before the Reaper invasion for the same reason that Star Trek Enterprise failed as a prequel - there simply won't be a lot of room for spinning a story when the future is set in stone.
A series after the events of ME1-ME3 would further explore the universe and the species in it, the aftermath of the reaper war and what is happening across the galaxy. In order to avoid destroying "personal canon" that people have in their ME games, either it could take place so long after that it would be realistic all events lead to the same thing - or make a "real canon".
They're all good ideas but most people wouldn't want to repeat their experience or see their experience sullied by something playing out entirely differently or by a different gender.

Also, there should be an episode(s) around Shep's backstory based on the service record quests. I'd recommend spacer/sole survivor so you could have a special guest star for Hannah Shepard, and the Cerberus connection during the Kahoku ep and ME2.

Season 2 (2016-2017)
Episode 2x01: "Project Lazarus"
(A brief recap of season 1 and the destruction of the Normandy SR-1. Picks up where the S1 cliffhanger left off)Shepard wakes up in an unkown facility in disarray and must fight her way through with the help of some unlikely allies.
Episode 2x02: "Freedom's Progress"
Shepard and her Cerberus companions investigate a colony that was recently abducted, and Shepard reunites with an old friend. However, the investigation brings troubling information to light.

The Illusive Man convinces Shepard to board a deactivated Collector ship in search of knowledge on hoe to defeat them, but things never go as planned.

After receiving a message from Captain Anderson, Shepard heads back to the Citadel for a meeting. When Thane hears of this, he mentions to Shepard that he has some important business on the Citadel and requires her help. Shepard, not wanting any of her crew to be distracted for the final mission, decides to help him; this leads to a race against the clock to stop another would-be assassin.
Episode 2x12: "Shadows of the Past, Pt. II"
After taking careof business for Thane, Garrus hears news that the man who betrayed him is here on the Citadel. Shepard decides to help Garrus deal with his past, then finally meets with her former Captain and the Council, should they decide to give Shepard the time.
Episode 2x13: "Project Overlord"
Shepard receives a requestfrom The Illusive Man to investigate a Cerberus science facility that went dark recently. Shepard discovers that this scicne facility was studying more than just the Geth.
Episode 2x14: "It's Genetic."
After receiving information about the possible location of the Shadow Broker, Shepard rushes to Illium to let Liara know. Miranda find out that her sister is in danger of being recaptured by her father after Miranda kidnapped her years ago.
Episode 2x15: "This Seems Familiar Somehow..."
When Shepard goes to meet Liara at her apartment, she finds out that Liara was attacked and receives aid from an Asari Spectre named Tela Vasir. The two follow Liara's trail in search for Liara's assailant.
Episode 2x16: "Lair of the Shadow Broker"
After dealing with Vasir, Liara and Shepard now have the coordinates to the Shadow Broker's base. They infiltrate the reclusive ship in an effort to save Feron, but things end up quite a bit more complicated.
Episode 2x17: "Ghosts"
After taking down the Shadow Broker with Liara, Shepard returns to the ship to take a breather when she is approached by Jacob. As it turns out, Jacob received a transmission from a ship - his father's - which went missing ten years ago. Jack finds the information she's been looking for, and also requests Shepard's help to revisit a place from her past.
Episode 2x18: "Treason"
When Tali'Zorah receives a message from the Migrant Fleet accusing her of treason, she must report back to the Migrant Fleet for trial. Shepard, as her acting captain under Quarian law, must speak for her - As it turns out, the accusations aren't the only thing going wrong for Tali.
Episode 2x19: "Predator Planet"
When Mordin learns that one of his former students hasbeen captured by Krogans on Tuchanka, Shepard leads the team to the harsh planet. Grunt realizes how much he can learn about himself from the Krogan there, and decides to come along.
Episode 2x20: "Deadly in Blue"
When Samara finally tracks Morinth's location to Omega, she needs Shepard's help to trap her. Can Shepard resist Morinth's abilities as an Ardaht-Yakshi? Or will she turn on her former ally?
Episode 2x21: "For We Are Many"
As the mission through the Omega 4 relay draws ever closer, The Illusive Man informs Shepard that an ancient Reaper ship contains the data required to succesfuly navigate the Omega-4 relay. When Shepard boards the ship, she is surprised by an even more unlikely ally than Cerberus. When Shepard agrees to help them in return for another hand on the Omega-4 mission, a major decision must be made. (Combining the IFF with Legion's loyalty. The IFF is installed and the crew is abducted while on the Geth base.)
Episode 2x22: "Into the Flames"
[i]Shepard and the remaining squad rush through the Omega-4 relay to save the Normandy's crew and take out the Collectors once and for all. The Collector's goal becomes clear, but how many must be sacrificed to thwart them?
Arrival would have to find it's place as either a post-season special or the beginning of Season III.

Haha, I know, right? Actually, my thought was that it could spend a lot more time being a bigger philosophical piece than the games tend to have the chance to delve into. (Apart from great stuff like the geth dilemma in ME2.) Introduce several cool characters into the mix with varying thoughts on the AI's 'sentience' and right to live. I mean, yes, it's a tired trope. But it's a good one with the right execution.
And funnily enough, I very nearly posted 'Reflections' as the episode you recommend. Pehaps I'll make a revised list at some point with all the feedback to better signify the broader scale of the forum's thoughts!

My only criticism would be the single episode devoted to the endgame; at the possible risk of drawing things out a bit too much, I'd take the gamble and write it as a two-parter. Then again, there's just so much going on across the board in ME2 (as your list demonstrates -- it's a tougher game to write into a season like this) that I can definitely see where you're coming from.
Putting 'Lair' where it is is a smart move as well.

I'm definitely looking forward to it.
I was thinking about cutting Overlord out to make room for a two-oartfinale, and instead maybe having Overlord air outside ofthe traditional season as a special or something (Kind of like what House did with "Frozen").
