No, they're not.
Shades have a face with an off-set eye, Geth have one that is their face.

No they just look similar when zoomed out. Close to you can obviously see the differences but when you zoom them out a little you really only see the hood thing and the glowy eye. Geth, similar but not same. (Protip : The Shades have a flashlight eye, like the Geth)

I am going to say this now in DAO the Shade demon's head looked completely different to the Geth's head from ME1, 2 and 3. But in DA2 the Shade head specifically looks the exact same just retextured. I have posted this post 1 year after the post before mine, so I am pretty sure everyone before me and everyone who has seen this thread knows by now that the post I am posting is correct Also for people who asking for pictures 2 years after the game has come out GET THE GAME.
Edit: Read Before at your own interest but I've found out that it was deliberate. They retextured a piece of cloth over the shade right eye that unless you've paused the game and actually looking at there head from the left side you can see the eye. But while in combat and barely thinking nothing of it they look like Geth
