So I was wondering why you can change textures to high on window xp since I can run two worlds 2 on high graphics settings and gothic 4 on high setting and there is no problem so I am wondering why ca't do that on dragon age 2 ?

Until there is another game using the exact same graphics engine, there is no useful comparison to make with DA2, so your question has no valid context.
* Recommended:
CPU: Intel Core 2 Quad 2.4 GHz Processor or equivalent
CPU: AMD Phenom II X3 Triple core 2.8 GHz or equivalent
RAM: 2GB (4 GB Vista and Windows 7)
Video: ATI 3850 512 MB or greater
Video: NVIDIA 8800GTS 512 MB or greater
DirectX 11: ATI 5850 or greater
DirectX 11: NVIDIA 460 or greater

Is Windows XP even compatible with DX 11?* Can't remember off the top of my head, I have Win7 on my gaming machine - if not, that's why you can't run it using the highest settings. You also need a DX11 compatible graphics card (which is why the minimum requirements for running DX11 are so different), see this page for a list:

*Edit to add: A few minutes on google has suggested that as I suspected, no, you cannot run DirectX 11 or utilise its features using Windows XP, even if you have a DX11 graphics card.

Neither the HD 3850 nor the 8800 GTS can actually run the full Dx11 suite of functions, although they can use the "Dx11 Renderer" to access Dx10, in Vista, but they are very OLD graphics devices in terms of PC evolution. The 8800 is five years old, and the HD 3850 is four years old.

IIRC, the lowest end GPUs with DX11 capability are the NVIDIA GTX 460 ($130-150) and the AMD 5770 ($110-130).

The correct way to phrase that would be "Lowest Performance that is actually meaningful"; various slower cards in the HD 5n00 and GTX4n0 generations have the functions, but are so slow that it's irrelevant, like theGeforce 410 and the HD 5470.

Fwiw - I have the ATI/AMD card that's mentioned in the recommended spec for DX11 (HD 5850) and it plays very smoothly on highest graphics settings with the hi-res texture pack at 1920x1080 and running a small monitor as a secondary display in extended desktop mode at the same time. Not had any problems doing that at all.
I've had it about 6 months now and will probably be looking to upgrade it in around 12-18 months time, it's a pretty solid card and does the job of running this game in DX11 perfectly well.
