I've played once through. I was able to add Sebastian to my travel party.
I played the Sebastian specific quests in Acts 1, 2, and 3. I entered into dialog with Sebastian about the potential of going to claim Starkhaven. BUT, he never goes anyway. He chooses to just hang out in the Chantry.
DId I miss something?
does Sebastian ever go to Starkhaven ?

I believe he stays in Kirkwall to protect Elthina (or at least continue to convince her to leave) and to be one more choice/option in the final bit of Act III.
