Exactly what I said. If you destroy the anvil, the Orzammar epilogue slides refer to the dwarves recovering it and making golems, anyway. Or something along those lines, at least.

They recover branka's research, and I think a few fragments of the anvil. They use it to make a flawed anvil that they try to use fade spirits to make golems with. It does not end well.

There is kind of a difference between a pencil and an anvil that has the potential to make a gaint stone army of slaves.

Er, no, there is no retconning. If you destroy the Anvil they will try to recreate it, but the resulting golem will go insane, kill most of the dwarves involved in the project, and further attempts will be abandoned. If you don't destroy the Anvil and hand it to Harrowmont, he will try to shut it down immediately (and fail) instead of using it to reclaim the Deep Roads, while handing it to Bhelen will allow it to be used for several years to reclaim parts of the Deep Roads before a schism between Bhelen and Branka puts a stop to their alliance.

Look on the bright side, at least her fortress and mighty armies of golem will help Orzammar in small way by struggle against Darkspawn in some part of Deep Roads, either way the best solution in my very own opinion is "Kill Branka, Preserve the Anvil, while Bhelen is a king"

Well, the Anvil didn't fall into hand of some maniac women.
