So far I have tried the regular green eyes, and the turqoise color and both of them sometimes look blue and sometimes look green in cut scenes.
I'm jealous of all the NPCs who have true green eyes.

Anybody else notice this? (on Console)

You posted this comment in the forum for the standalone Character Creator, which (TTBOMK) includes no cutscenes at all.
