I can see that from a certain perspective...but honestly, I've always found sweetness and cute to be an unbelievably attractive combination.

Not in the least. Actually, I had far more trouble romancing Isabela, who feels a lot like a big sister at times. I imagine her and Hawke and Varric fistbumping and cracking jokes all over Kirkwall despite its fast descent into a no-fun crazy-zone.
And despite her innocent appearance, Merrill is in possession of a bit of a hidden pervert. She mentions making googley eyes at the Qunari and that she likes hearing "dirty things" and tries to pry stories from Isabela and Carver on a couple of occasions.

Nah Merrill's great. Yeah she's sweet, cute, and such but she's hardly innocent being a bloodmage and all. She's just from a different culture so there's some social awkwardness.

It's a shame we weren't privy to more naughty dialogue from Merrill. I suspect that she was jotting down copious notes from all of her quiet chats with Isabela, and probably swiped an illustrated book or two.
In one of my playthroughs, I flirted with her a bit, but...well...there was this gorgeous, filthy-minded pirate that kept distracting me.

Hawke's relationship with Merrill sets off a number of alarm bells for me. She feels young, inexperienced, and in tremendous need of affection. That's before you take into account she's a destitute elf cut off from her people and in a strange, hostile city while Hawke is rich, powerful, and human.
It's not a relationship of equals. I am not entirely comfortable with it the way I am with an Isabela romance.
My head-canon is that mage Hawke romanced Isabela because she did see Merrill as a substitute for her little sister. She became someone to love and protect, but not an object of lust. My warrior Hawke was smitten immediately, but I view her as being a bit... simple. She was oblivious to the larger issue surrounding their relationship and Merrill was much more intelligent than she.

I agree, Merrill is a perv. She wants to see the champion of kirkwall going into battle naked. It just seems to be inuendo that she doesn't get, I figure maybe the Dalish are just more straight to the point about such things.
