Liara: Come to your aid in trial. Joins you, uses SB assets to help. Obvious.
Garrus: Likely rejoins your squad. Nothing in ME1/2 really points towards anything in particular for Garrus.
Wrex: United Krogan. Genophage cure will come to light; Wrex will have to deal with it. Seemed Wrex wasn't really pro-cure so maybe another faction will show up. Maybe you can suggest cure against wishes. Who knows. Leading people, likely not long term squadmate (maybe 1 mission or something, like LotSB)
Tali: Likely replaces father as Admiral. Conversation choices in ME2 probably sway her to being pro- or anti-Geth. Either way, Xen will be causing conflict. Choice is stop or support. Probably won't be squadmate.
Miranda: Not sure. Even if you support Cerberus she seems unhappy. Honestly cannot say for sure how she will be treated. Pretty certain she won't be an squadmate.
Jacob: Same as above. Don't really care either.
Zaeed/Kasumi: Probably VERY limited role since DLC. Probably limited to dialogue or very weak quest.
Jack: Since Cerberus is fair game now Jack is likely going after them. Similar goals, possible LI, no responsibilities = good candidate for squadmate.
Grunt: Likely Krogan Warlord's right hand. Will show up in Genophage story. Almost certainly a temporary squaddie with possibility to be long-term as Krogan member.
Samara/Morinth: Morinth wouldn't come back to help, Samara is probably out Justicaring. Likely meet on some planet for dialogue or quest. Almost certainly won't be squadmate.
Thane: Dying. Months from death. Cure seems unlikey. Squadmate seems unlikely. Probably some sort of quest. Maybe help his son or the Hannar.
Legion: Geth side of Quarian war. You'll either be killing him or seeking aid. Possible long-term squadmate since if war finishes I don't think the Geth need his personal leadership (unlike Wrex, for example).
Just my opinion though.
BioWare have to factor: who could survive; who was popular; response if people don't get enough content (only 5-6 squadmates because others are dead); who has potential for more storyline; who fits their new direction; how many squadmates can they afford to add; should they risk adding several squadmates that many people might not be able to access (since they're dead), etc.
I think they'll have a core of around 5-6 (like ME1) that they know everyone will have access to and add 3-4 more that people might be able to get depending on how they finish ME2 (bringing squad size up to ME2).
Squad: James, Ashley/Kaiden, Liara, Garrus, Legion, Jack, Grunt, NEW, NEW, NEW, etc.

She can be exiled AND her leadership skills are not positively noted.

Tali wasn't really fit or experienced enough to be put in charge of the missions she was in charge of in ME1 either, but they did so. But Tali's something of a superstar in the Quarian polity.Arcian wrote...

I really don't understand why everyone thinks it's a good idea. Just because it's mentioned in-game doesn't make it a good idea either.

If she's exiled (or dead), she can be replaced with a stand-in for the roll. It's ME3: they can go as wild as they want now without having to worry about carry-over for the next game.Mesina2 wrote...

Yes. And it doesn't stop them from using non-exiled Tali (romanced or not) as an Admiral figure if they so choose. A romance character is in no sense required to be a party member with Shepard at or throughout the game (see: Thane).Mesina2 wrote...

You do know that exiled Tali is loyal and can be romanced?
If Tali is exiled, use setup A. If Tali is not exiled, use setup B. They can do this if they wish (even if I doubt they will).

Legion: I don't think he'll stay with you from start to finish. He was never "loyal" to Shepard in the strictest sense of the word. What I see is Legion returning to the Geth and later serving as a sort of ambassador for Shepard to the Geth (depending of course on certain choices). Probably a temporary squaddie, but will mostly be working behind the scenes, sort of like the suggestion about Mordin.
Zaeed: Probably won't work for the Shadow Broker. Cameo role though. I could see something like a cameo mission where he's a temporary squaddie. For example, you run into him in a shady bar somewhere and he's in some hostile negotiations with another Merc. You help him out with his problems on a mission and he helps you out in another way.
Kasumi: Another cameo. Kasumi's a bit of a free spirit, so she probably wouldn't work for the Shadow Broker unless its freelance and for a very short period of time. What I see as more likely would be having Kasumi contact you saying that she stumbled upon some sensitive information while on one of her inflitration/thieving gigs and wants to give it to him. You do a mission with her to retrieve it and it's all very reminiscent of the Hock heist.

An interesting theory, but there's not much evidence for it in game, which I suppose makes your theory as valid as mine. Point is, Legion's loyalties will always lie with the Geth first, which considering the events of ME 3 that we know of already makes it more likely the Legion will return to Geth than stay with Shepard and be on the squad.
