At this point, I'm just going to trust Kevin. A lot of interesting information was given in this thread, but from this thread alone, there is curently little other basis for us believing that there are actually 16 cards in each boxed Collector's Edition. Here's why:
It has been so long that David Gaider can't remember that there were even cards. Obviously, that's not enough information to determine how many cards there were, especially in a specific version of the Collector's Edition.
Lukas Kristjanson remembers designing 16 cards, but the cards he got were not from a boxed version. The information he provided at best indicates that there were 16 cards total, but he doesn't explicitly state that each boxed Collector's Edition contains 16 cards. For all we know, each box may only have contained 8 cards instead of the total 16 he designed. We have information only on what cards were created; not how they were packaged.
CoM Solaufein provided a link above with a fan who took a picture of his Collector's Edition. Assuming that the photographer didn't take cards from another box and combine them with his, the picture provides some proof that there are at least 15 cards. Since there were 16 cards in total, and Amazon's description says there were 8 in each box, it's pretty clear that the photographer merely lost one card, since the only possibilities are that there were 8 cards or 16 (not 15).
Ultimately though, it is still Kevin's set that provides the true proof. Only with Kevin do we know that he didn't mix the contents of another box with his Collector's Edition (right Kevin?). And we do know that Kevin's box had 16 cards, so if any Collector's Edition has less than 16 cards, and unless Kevin had special access to the Collector's Edition (as an employee of Bioware) that other customers didn't, we know those Collector's Editions must be missing cards.
So, based on the best available evidence, I guess I will assume that there were originally 16 cards in each North American Collector's Edition, not including the Black Isle Studios logo card.
I wonder why nobody's selling the European Collector's Edition though. Is it because it was much rarer than the North American version? It sure would be nice to have a BG2 t-shirt...
