Inconvenient, stupid & a bit humiliating... but 100% legal.

Всегда считала, что у меня очень неплохой русский, даже если иногда немного странный.

TrueIceD,
I'm sure that online shops that trade in electronic versions of games and various codes for MMO (like http://direct.cod.ru) will sell codes from those cards.

Thank you for contacting Electronic Arts Customer Support. I apologize for the inconvenience you are experiencing and for the delay in my response. Your issue has been escalated to me and I will be happy to assist you in this matter.
I will try and explain what the issue may be. The game it self is not region specific but the DLC and the points needed to purchase that DLC is region locked to North America (NTSC U/C), Europe, and Oceania (PAL, PAL/E). The problem is that Belarus is listed in the Europe region, it does not use the same regional standard. Belarus uses SECAM. We can not sell Digital Content to some regions or countries due to specific laws within that location and it's standards. At this time we are unable to sell digital content to Belarus.
As for the process to extend digital content purchases and services to that country is beyond me and my department. I believe something of that nature would be part of Public Relations, Marketing, and Legal to obtain the proper rights to sell that content to different counties. If your country does have a law preventing the purchase of digital items, then I am afraid there is nothing that can be done by EA to allow you to purchase that material until your country decides to change it's laws. I hope this help explains the problem.

Don't think you are wiser than everybody else - tried the same, didn't work. PayPal got billed, then rejected at bioware points, money returned in a minute. Seems it autochecks the invoice or something.Alvgus wrote...
Did you people posting above seriously wait for 2 months instead of following the steps mentioned above to get points?

That's why you need non-Russian PayPal account (no, you can't change country on already created account) and valid country/city/postal code combination (just google something like hotel or rented apartments).Irxy wrote...

P.S. Apologies to English speakers here. Last statement doesn't translate well.

As a Russian customer I can get Mass Effect 2 just for 54.99 Euro.....Wow
...Now...Let's load Steam. There I can get that damn ME2 just for 59.99USD. Now simple math comes: 54.99EUR x 1.4387 USD per Euro = 79.11 USD
I'd like to ask WTF? Why should I pay 19.12 USD more? What f*cking for?
That's the very reason why I as a german don't buy german copies of games. Why pay 54,99€ if I can get the very same game without the crappy german localization for just £30 ... £30 x 1.15 = 34,5€ ... so why pay 54,99€ If I can get the game in a better localized version for 20€ less in good 'ol england? Including shipping it's still 15€ cheaper, I just don't get it ^^.
Btw to all russian comrades: Don't give up! And please don't blame Bioware, it just wasn't their decision. If you feel like blaming EA ... sure knock yourselves out

I understand that you are frustrated. I have given you the answer as to why you are unable to obtain the DLC. You may not like this answer, but it is the answer. I have informed you multiple times that technical support does not control this aspect of the game so we are unable to assist. It appears we are going in circles so I will be closing this ticket. Plain and simple, the DLC is region locked and your region is not supported. I do apologize for this inconvenience.
<---
© EA "support". Obviously it's not true (as I _already_ own RtO DLC). I sent direct message to Bioware, want to know their opinion before starting law suit.
PS. Заебали.
