Am I supposed to kill two opponents in a single attack round? Or two in one attack move? If so, how? I have not seen any techniques that allow for multiple targeting...

I'm guessing you're talking about Journeys? Dual weapon sweep hits adjacent targets, shock hits all targets in a specific area and I believe flame blast hits all things in a straight line. I got the achievement by whittling down to and finishing them off with shock.
