I think it's an "out" for the player, a McGuffin like FO:NV's cap to get onto the strip check.
The coin is just away to show how important it is, and what you're willing to sacrifice to get to the deep roads.
Dugal is there to allow you to spend that coin you earned on something that actually helps play the game.
Like better armour and weapons so you don't end up with 0% in every stat by chapter 2.

You end up with the same amount of coin whether you take advantage of his deal or not. You don't really lose any money for the expedition, the only difference is if you take his deal you don't have to part with any of your coin up front, and you get an extra little side quest in Act 2.

I got a warning for picspamming because I posted one or two pictures every 4 pages over the course of 10 total pages.
He just posted like 25 on one page.

It's not free money.
If you didn't take his deal, then Sandal would present your deep roads earnings of 50g to you at the start of Act II.
if you took his deal, then you don't earn anything as you had to pay him back once, this first payment is unavoidable.
However, he comes to your house in Act II to ask for an extra 100g, this one is optional, if you refuse to pay, you would fight him later.

I think last run I had around 90+ gold.
If you don't take the deal.. Fieryeel explains it better than I did.
you pay 50 gold, so if you had 70 you'd have 20 in the deeproads.
Then you could earn another 20 there, after the deeproads you get 50 back in chapter two.
Making it 90.. so really you gain the same, or don't lose out.
But it gives you the chance to buy expensive one off items in chapter one, like the tomes.

sadly just more examples of how no choice we make really has any effect on anything. the Magistrate bit had so much potential too, and Gavorn's rumourmongering could have led to some interesting consequences playing as a Hawke with a less than perfect reputation

It's simple blackmail, pay up or else... the or else is a fight that is very easy tbh.
I may roleplay the payment sometime just to see what happens but for a first time I'd take the deal.
Then deal with him with violence.
