I managed it without a healer such as Wynne or Morrigan so I couldn't heal anybody up, the only named character that died was Lloyd and I wasn't too upset about that.

- By the time you reach the lower portions after the cutscene, most of the miltia are half dead.  It's somewhat random depending on which NPCs have been targeted, but it's basically impossible to save the lives of anyone at the lower camp.

The fight downstairs doesn't start until you have visual of the militiamen downstairs...

Big difference I've noted is that it's alot harder on PC than the console, I imagine that's because there more to the swarm, so it's more difficult to keep the folks on people who can actually take a hit.  Aside from that I suspect it may actually be harder on lower difficulty settings because the militia NPCs scale by it as well.

I just did it on normal and lvl 13 (only did mage, elvish and about to do the deep hunt for banka). This time I saved all cause I keep my healer healing the NPC's at the bottom. Oh and if you send the barkeep down there. Go back and ask the barmaid for supplies, she will give you most his stash for free.

1st attempt was difficult. My party was not ready for it (no healer).
2nd attempt - two mages, both healers. I just held my party back and healed the NPC's. Nobody died. Used a few CC's here and there. Oh..and made a point of targeting the two yellow undead in the town area at the start.

Made this battle almost trivial.

It is all on how you approach it.
