If this is not the proper place to ask this type of question, then my sincere apologies.
I'm a noob, (on here, and to modding..) And I'm wondering how to use male shep's helmet all the time (I want to use it in casual mode as well as armor mode) Preferrably the one he uses in the normandy destruction scene, which seems to be the basic one you start out with. There has to be a way!
Any thoughts, ideas, etc are highly appreciated, thank you.

I have the impression from some mods that I've seen that this would be very possible - how to implement it, I'm not entirely sure, I'm more concerned with testing some texture mods at the moment. If you Google around, you might be able to find someone who's already done it or something similar and tweak it to your liking.
I haven't been able to find the base site link for ME2's Modding community on Bioware, but it does exist. I think that it may be merged with DA's modding community, making searching for it on BWSN a pain but really easy on Google.
Also check out some sites like ModDB, I know that there was at least one very massive appearance mod for ME2 that may have what you're looking for.

I'm pretty sure the N7 helmet is available for regular armor customization, including with the breather/faceplate attached.
Maybe it's part of the Normandy Crash Site DLC?

I haven't dug into ME2's files much, but ME1 is a bit of a nightmare. You have the base armor files, which are pretty straightforward, but then you have the SFM files for every map, which have redundant models. If you make a change that affects Shepard in one area, it might not affect him in others.
