Possible Framerate Issues

I'm by no means computer/tech savy.  That being said I'll try my best to describe my issue and hope someone out there has an idea how I can fix it.

My Computer Specs:
Windows 7 Home Premium
Hewlett-Packard
AMD Athlon II x4 620 Processor 2.60 GHz
RAM 6.00 GB (5.75 usable)
64-bit Operating System
Graphics: NVIDIA GeForce 9100 Driver Version: 270.61
I am currently using DirectX 9 because when I try using 11 the game crashes just after the load up screen.  After looking over these forums I found the suggestion to use the lower DirectX and that is working for me.

My Problem:
The game will randomly 'slow down' (it's like the framerate suddenly drops and it will take 10-15 seconds to complete an action in game - click on an item to pick up and 10 - 15 seconds later the character picks it up, etc.).  This effect will happen 3-5 times per hour - sometimes less sometimes more.  It happens outside town, in town, in combat and out of combat,  in dark areas with candles, in light areas without candles, during the day or during the night.  It happens during cutscene animations as well.  When it happens during the cutscenes the animation slows as described, but the speech continues - that is, a sentance is spoken normally...but it is obvious that there are inordinately lengthy pauses between the sentances because of this slow-down effect.  This effect will last 1-2 minutes before the game suddenly resumes like normal as if nothing happened. 

This effect makes the game extremely annoying to play - though not unplayable.  I have had to replay combat because when this happens during combat it often ends in disaster.  I have found myself waiting to start a known lengthy fight until immediately after this effect has happened so the chances of it happening during the fight are diminished.

Things I have tried to fix this (bear in mind I know nothing about tech-related stuff so any tech-related gymnastics have not been applied and I wouldn't even know where to begin to apply anything technical):
I downloaded the latest NVIDIA driver (270.61).
Reset *all* of my in-game video settings to the lowest possible settings.
Scanned and re-scanned my computer for any virus'.
My graphics card has three settings: Performance, Balance and Quality for 3D graphics - I have it set on Performance.
Reduced my Resolution to 1152x864.
I have tried unplugging my internet connection and playing offline.

Any ideas?

Software cannot make changes to hardware. Onboard chipset video devices are simply too slow and too limited for gaming on, unless / until they are merged into the CPU, such as is true for various AMD "Fusion" processors. Intel's Sandy Bridge is just the same old low quality video they have always had, but now that it is in the CPU instead of in the chipset, it isn't as slow as before, but other than that, it's terrible.

The minimum for this game is an actual, discrete video card, on its own separate circuit board that plugs into a video bus expansion slot in any desktop PC's mainboard. Laptops, of course, are made in a manner that precludes opening them up again to do anything about video in those.

Video: Radeon HD 2600 Pro 256 MB (should be 2600 XT or X1800 GTO)
Video: NVIDIA GeForce 7900 GS 256 MB cards (unless this should be 7800 GS)

Laptop or mobile versions of the above supported video cards
have not had extensive testing and may have driver or other
performance issues. As such, they are not officially supported
in Dragon Age II.

P. S. If you have a desktop PC, this is what AMD is proud of as a Basic Mainline Gaming part, although the Radeon HD 5750 is often available flor about the same price after rebates, and is superior, in spite of being a year older.
