i can't believe i can't figure it out.
where is the upload from your computer area\\button\\thing?
when i go into the avatar area it has to sections, the one on the left that has a bunch of images i don't want. and the area on the left with two options DAO PC DAO PS3, the pc one had just this image in it the ps3 one was empty.
to be honest i have no clue where this image that i'm using came from, it might been an old character i made, maybe verase, i don't know. but anyway i thought i could make an album through a few images in there to use as avys. didn't work.
actually this may be GLaDOS one my newer characters. [blame my portal fetish]
if i have to be online on dragon age i may have a problem, it's kinda like this mine is a steam copy, i downloaded it on my laptop.
and being that the game is 15gbs i wasn't downloading it twice just to put it on my main, so i copied all the files on my laptop put them on an external hardrive, and put them on my main computer.
besides it bogs my game down so bad when i'm online.
how do i change my avatar?

There's no actual upload function. Basically you have to replace a character's portrait image on your PC with your own image so that the game uploads that picture as the character's portrait. Search the site for "custom avatar" and you'll find a multitude of threads with links to specific instructions.
As I understand it, this isn't officially sanctioned by the site admins but they don't actively go after people using custom avatars so long as your image of choice doesn't violate the rules.
You do need to be online and signed into your EA account in order for the character to upload. Once the character/image have been updated on the site, however, you don't need to worry about it anymore.

i tried to upload info from the game but i check the images and none of them were there, the profile says i only have 1 character and that was way back when, since then my computer caught a virus and my harddrive had to be wiped clean.
so this image i'm using isn't on my harddrive, and i no longer have his character. my game is really funky almost in a broken state, i had to do alot of crap to it to get it to run, because i didn't download it on this computer, i pulled it from my laptop.
it seems steam is very picky when you just drop a game's files and folder into it. i can't even install dlc [not that i want any] it has a big red exclamation point on the downloads tab. just an example of the state of my DAO game.

In Steam, right click the game and select 'Verify Integrity of Game Cache'. Walk away from the PC, go make yourself a drink and possibly something to eat, read a book for 10-20 minutes and come back (i.e. don't sit there waiting, and Steam becomes useless whilst it's doing it). It should fix the game files for you.
The second way to get a character/avatar uploaded is to download the ~300MB character creator, and use that. It's what I personally use as I'm not having the 20GB+ of DA:O sat on my HDD when I'm not going to play it, and I've generally found it to be more reliable in terms of uploading characters.

Sounds like your DA:O updater service is missing or disabled. Most likely when you copied the game folder to the other PC it didn't install the service when you ran the game for the first time.
Verifying the game cache might fix it. After you do that, click Start, Run, type services.msc and hit enter. See if you have "Dragon Age: Origins - Content Updater" in the list and that it's not set to Disabled.

i tried verifying the game but it didn't seem to work, i decided to redownload the game 30 mins left.
i had the character creator once a long time ago, and that would be a good method if i can pump mods in it for more hairstyles, i hate the ones in game. if i can do that it might be a good way to design characters cause i play on a small windowed screen on lower graphic settings which makes all eyes black.

That sounds like a graphical issue, not one with the settings.
And the character creator does work with a number of visual mods, though I doubt all of them work.
