Nah, he is Quentin doing a Vincent Price impersonation, plus why would Malcolm Hawke need to recreate his deceased wife when she isn't actually dead in the first place?.

His name is Quentin, we don't know much more about him other than Orsino was interested and supporting his 'research'. He was trying to restore his dead wife to life, which wouldn't make sense if he was Malcolm as Leandra was very much alive before that point.
When I saw the shrine and found the Amell family shield in a chest during that quest I had a feeling it might turn out to be Hawke's father, but thankfully it wasn't. Malcolm is too cool, it's better that he died 3 years ago rather than turning up there.
