seing as Mind Blast is allowed, just wondering if any other damaging spells can be used?
are any offensive spells not blocked by vengeance/healing aura

I'd consider MB a defensive spell. The Stun effect when upgraded is an added benefit to the knockback and threat reduction/clear effects.
To answer your question , in all my build testing, when Healing Aura is on I cannot TARGET AN ENEMY with spell. It's considered offensive action. Heck, you can't even use BM healing abilities.

yeah i thought so...im thinking about using a mod that removes the need for veng/HA, but im not sure as then my healer will be burning thru mana like there is no tomorrow...just like in DAO

Any spell that has any damage component to it is generally locked out.

From the top of my head viable spells are:
Mind Blast, Barrier
Dispel Magic (haven't tested Transmutation, it has a damage component if an enemy is in its AoE. It could be the only spell that is an exception/oversight)
All the Creation tree
All the FM spells except FotM
