Hello,
1. I did not see in the ability tree for a Dual weapon warrior. Is
this true? If not. How do you do it? There are no trainers is DA2 game that I
know of. Is the option later as you gain levels/
2. Thought I read that only Rouge can have 2 Daggers equipped at the same time
in DA2. If that is true? If so I am trying to get Varric equipped like this and
he does not have Dual Weapon ability. How does he get it? Is it later in the game?

They removed dual wielding warriors (unless you count S&S as dual wield).
Companions are limited to one weapon set - e.g. Aveline can only use sword and shield and fenris can only use 2h.
There aren't any trainers later in the game, though I suppose if you're playing on computer there's probably a mod out there that can 'train' your hawke in whatever you want haha.

You can use the console to add the DW tree to sabastian, or any other character for that matter (besides varric since he is stuck with bianca).
However DW tree does not allow swords to be used instead of daggers. Whatever is in your main hand determines what skills you will be using.

figure out what I was not seeing. So, the party members that join your
adventure come pre-built with their own abilities. Now I understand.
I guess since that game is so fast in combat. They thought
bringing back a dual wielding warrior would not be so challenging.
