Because he/she saved the galaxy twice and was denied a gold star on both occassions. Reparations must be made.

This popped in my mind too, when Hackett told Shepard to wear his/her dress blues.
It got me wondering, since we were given a choice to accept/decline reinstatement, if BW is even going to take into account what we chose.

This is because the line commander shepherd is too iconic I doubt they will change that for ME3.
but you never know you could get a promotion at the end of ME3 if certain things happen of course

We were made a Spectre before we saved the galaxy that doesn't count. Also you didn't do the mission in secret, at least I didn't. I went to the Council and asked them to help they simply wouldn't. Reminds me of a friend who refused to help me move when I asked and then, in the company of other friends, acted surprised to hear I'd moved.
In short; I demand my gold star dammit.
